UARC Action

Your help is needed to stop UARC, a proposal for secret war
weapons research at UH. Please take a moment to send a letter
encouraging the Board of Regents and the UH Administration to
uphold the formal decisions that clearly opposed a military
classified research program known as a University Affiliated
Research Center (U.A.R.C), at the University of Hawai'i Manoa.

We cannot allow our university to be commandeered by the
military to create weapons of war and destruction. Just say NO.
Tell the Regents UH is not the place to develop the weapons of
war.

University of Hawai'i Administrators continue to push for a
secret military research program, (U.A.R.C.), despite repeated
votes strongly opposing this program from all major
constituencies at UH Manoa and the broad community, including
the UH Manoa Chancellor, the UH Manoa Faculty Senate, all of the
UH student government bodies, the Kuali'i Council, (Native
Hawaiian faculty at UH), UH Faculty Union, and numerous
community organizations.

We need your help now to make it abundantly clear to the Board
of Regents and to the president of UH that secret military
research has no place at our public educational institution.

I am strongly opposed to the militarization of our public
educational system and urge you to vote NO to the proposed
U.A.R.C. contract with the University of Hawai'i. No amount of
federal funding can justify yielding control of Hawai'i's only
public institution of higher education to the U.S. military for
the development of weapons for war.

U.A.R.C. contradicts UH's mission "to create a Hawaiian place of
learning" that is focused on the core values of collaboration,
respect, academic freedom, intellectual freedom, sustainability
and "Malama Aina (caring for the land)" because it is a secret,
military-driven research program.

U.A.R.C. limits economic growth and drives away potential
researchers because it requires no-bid contracts, imposes severe
limitations on post-graduate employment and non-military
research grants, and controls publication and licensing rights
of individual researchers.

U.A.R.C. destroys academic freedom. The U.A.R.C. contract
specifically requires UH researchers to perform Navy-ordered
research on command. UH researchers who would dare to continue
their current research project and not immediately fulfill the
military research agenda could face a $10,000 fine, one year in
prison, or both. The Navy would control the product of the
research and the publication of all research, regardless of the
level of secrecy. Please consider the stifling atmosphere that
these requirements and limitations would create at UH.

There has been ongoing opposition to the militarization of our
university by every major constituency at UH including students,
professors, and researchers. Strong and consistent opposition
has come from the Chancellor, the Faculty Senate, the Kuali'i
Council (Native Hawaiian faculty at UH), the UH Faculty Union,
the undergraduate student government, and the system-wide caucus
of student governments. In addition, there is broad public
opposition to U.A.R.C.

Please vote NO to the contract allowing classified military
research at UH.

In the interest of public process and transparency, please
reconsider the unreasonable 3-minute time limit on individual
presentations and make all written testimony available to the
public.
